Outstanding Policemen in the Province of La Union (TOPPLU Award ) was held at the
Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union on October 11 ,
2018 graced by the Provincial Governor, Hon Francisco Emmanuel “Pacoy” Ortega III
The awardees for this year as “Outstanding Policemen” in a provincewide
search initiated by the Provincial Government of La Union were: Police Superintendent
Richmond Tadina adjudged as Outstanding Police Officer in the field of Administrative
Management; PO3 Bryan D Pascua for Special Operations Category; Police Chief
Inspector Bedalyn Antonio for Criminalistics; PO2 Glenn Almonte in the field of Anti-
Narcotics ; Police Chief Inspector Fermin Farro in the field of Investigation; Senior Police
Officer 2 Marvin Marquez for Human Resource Development; Police Senior Inspector
Reginaldo Dalipias in the field of Intelligence; Police Officer 2 Zenaida Claro for Police
Community Relations and Police Inspector Rosemarie Rafanan for Medical Category.
The TOPPLU Award was envisioned by the Provincial Government of La Union
to recognize efforts and accomplishments of policemen in the province who contributed
immensely in preventing and solving crimes and in maintaining peace, order and security in the province with the support of the community. The search was initiated by the Provincial Government of La Union as a way of expressing their deep appreciation of the La Union PPO personnel’s commitment in maintaining peace and order in La Union.
Police Senior Superintendent Herminio Tadeo, PRO1 Officer In-Charge, was
represented by PSSupt Flynn E Dongbo, Regional Chief Directorial Staff, PRO1 and
PSSupt Ricardo B Layug,Provincial Director of La Union Police Provincial Office were
present and expressed their gratitude to the Provincial Government of La Union for
giving recognition to the police officers who displayed exemplary performance in the
different fields. They both congratulated the awardees for a well-deserved recognition
however, the awardees were challenged that the award they received should spur them
more to work even harder and push them to go the extra mile for better service. (pnp-pro1)

Elderly Week Celebration Push Through Amid Typhoon Odette


Who said senior citizens are not tough. While the children didn’t went to school because of typhoon, these guys are brave enough to push through the Senior Citizen celebration in Candon City.

So what if its Friday the 13th of October. Only few believed about the superstition that this day is unlucky. The senior citizen believed it is a lucky day so they held the Senior Citizen day today. Mr. Mike Carinio, the OSCA head believed it is a lucky day and no day is unlucky.

So what if typhoon Odette is harassing the place with the storm warning signals number 1 in the morning. The rain can be remedy by raincoat or umbrella; and there was no strong wind. There are floods in some area but not to the Candon Civic Center—the venue of the event.

Region 1 Science and Technology Week Celebration


Ilocos Sur. For the first time the whole galaxy was brought to Candon City.

The Department of Science and Technology (DOST) held the Science and Technology week celebration and the S and T Caravan held the program in this city bringing the mobile Planetarium which the kids from different schools were so amazed and learned about planets, moons and suns.

The DOST Region 1 through the leadership of Director Armando Ganal spearheaded the program together with other sectors from universities/colleges, national agencies linked to DOST like the PAG-ASA and Philvocs, and other private sectors and companies.

DOST Secretary Fortunato Dela Pena briefly graced the said occasion and Usec Brenda Nazareth Manzano was also present gracing the launching of Philippine Standard Time in Plaza Waya-waya. Congressman Eric Singson of 2nd District of Ilocos Sur also present in the occasion visiting the different booth exhibits inside the Candon Civic Centers and the techno-based bazaar along the San Juan Street.

2017 CSC Regional Recognition And Award Rites

The Civil Service Commission of Region 1 held the Regional Recognition And Awards Rite to individuals and groups from government sector who excelled and put the public service service to the next level when in the awarding ceremony held at Diego Silang hall of provincial capitol of La Union.

Commissioner Leopold Roberto Valderosa, Jr of Philippine Civil Service was the guest speaker of the occasion and La Union Governor Francisco Emmanuel ‘Pacoy’ Ortega III welcomed the awardees and guests from the province of La Union, Ilocos Sur, Ilocos Norte and Pangasinan.

CSC Director Hedy Jose Lardizabal said the honorees were awarded in ARTA-RCS Excellent, Region 1 Honor Awards for Presidential Lingkod Bayan Award, CSC PAGASA Award Individual and Group, Dangal ng Bayan and the Nominees of the same categories.

Mayor Ericson Singson  of Candon City in an interview said it will inspire and motivate him to do more and he will continue his best public service to his constituents

Boodlefight Shows Ilocos Sur Is Bird’s Flu Free

Ilocos Sur. Governor Ryan Singson led the boodle fight having different dishes from chicken meat and eggs assuring it is safe to eat them which also participated by different sectors held in provincial capitol last August 21.

The governor is with provincial vice governor Jerry Singson and the Sangguniang Panlalawigan members of 1st and 2nd district of Ilocos Sur together with NMIS, Agriculture office and the chicken raisers and chicken meat vendors.

PRO1 Receives Gold Eagle Award; Now PGS Proficient

CAMP BGEN OSCAR M FLORENDO- Region 1 Police Director Chief Superintendent Charlo C. Collado together with the Command Group and Regional Advisory Council (RAC) received the “Gold Eagle Award” in  fulfilling the Proficiency Stage of the PNP PRO1 Peace and Order Agenda for Transformation and Upholding of the Rule of Law (P.A.T.R.O.L.) Plan 2030 during the Conferment of PGS “Proficient” Status held at the PNP Multi-Purpose Center in Camp Crame.

PCSUPT Collado stressed his elation for another achievement and he considers this as one step farther in the journey of PRO1 transformation. “Garnering this award is not mine to take; this is an achievement of every personnel of PRO1 who hardly worked to make this transformation a reality for Region 1 police.” he said.

The Regional Director also thanked the PRO1 RAC for their support and contribution to PRO1 and vowed to continue what PRO1 has started and strengthen the PNP’s resolve to fight criminality and ensure safety of the community through the strict implementation of Project Double Barrel: Reloaded and compliance to the PNP P.A.T.R.O.L. Plan 2030.

“As we fulfill the proficiency level at its gold stage, I encourage everyone to keep the fire burning and let us again work together to surpass the challenges of the last stage which is the Institutionalization,” PCSupt. Collado added.

A Gold Eagle Award is being conferred to a PNP unit with an overall rating of 95 to 100 percent in certain stage of the PNP Performance Governance System (PGS).

The PNP PGS has four stages that include initiation, compliance, proficiency and institutionalization with the end-purpose of addressing organizational dysfunctions identified by studies and improve the quality of the delivery of police services in the country. It also aims to strengthen law enforcement capabilities and to enhance the welfare and benefits of PNP personnel.

In the proficiency evaluation process, the Strategic Readiness Test, Performance Audit and Unit Revalida were conducted focusing on the alignment of the whole organization to the strategy. (pnpregion1)

PNP Region 1 Bags Award as Best PRO Nationwide

CAMP BGEN OSCAR M FLORENDO – Police Chief Superintendent Charlo C. Collado, PRO1’s (Police Regional Office 1) Regional Director recently received an award in Camp Crame after PRO1 was adjudged as the “Best Police Regional Office” for garnering the highest score in a nationwide search in celebration of the 116th Police Service Anniversary.

PCSupt. Collado said, the award is a manifestation of PRO1’s culture of excellence and a source of pride for PRO1 personnel, from the highest down to the lowest level.

“I commend all for their dedicated service to the people of Region 1, and I thank also the Local Government Units, various government agencies, non-government organizations and other sectors of the community for their indispensable contribution in helping PRO1 achieved this exceptional feat,” the Regional Director added.

Meanwhile, the Vigan City Police Station in Ilocos Sur under the leadership of PSupt. Marlo A. Castillo was also adjudged as Best Component City Police Station nationwide. Senior Police Officer 2 Harold V. Nicolas of Laoag City Police Station and Police Officer 2 Jhan Lay P. Apostol of San Nicolas Police Station both in Ilocos Norte were also awarded as Best Senior Police Non-Commissioned Officer for Operations and Best Junior PNCO for Operations, respectively.

The awarding was done in a fitting ceremony at the PNP National Headquarters during the 116th Police Service Anniversary Celebration on August 9, 2017 wherein President Rodrigo R. Duterte served as the Guest of Honor and Speaker.(pnpregion1)
